NOVA Infrastructure is an infrastructure investment firm that seeks to invest in transportation, environmental services, energy, and other sectors in North America. We focus on differentiated, value-added strategies in the middle market infrastructure segment.

NOVA utilizes market connectivity and longstanding, industry relationships to originate proprietary, bespoke, and otherwise attractive investment opportunities. Once identified, we conduct thorough, bottom-up operational due diligence and rigorous financial analysis to correctly value investments in line with their risk. In due diligence, we also create executable, detailed operating plans in order to optimize cash flow and develop or improve operations from the first 100 days to exit.
Notably, NOVA incorporates best practices in risk management from the initial screen to the final exit to deliver risk-adjusted returns that are consistent with the values and goals of our investors. We believe that our combined investment and risk management approach are the central and differentiating features of NOVA’s investment process.
Managing Partner & Founder
Chris is Managing Partner and a Founder of NOVA Infrastructure and has over 20 years of experience in private equity, investment banking and infrastructure operations and engineering.
Chris was formerly a Managing Director and Co-Portfolio Manager for Oaktree Capital’s Infrastructure Investing strategy, following Oaktree’s acquisition of Highstar Capital in 2014. He was one of four owners and a Partner of Highstar Capital, a fourth-generation infrastructure private equity firm responsible for over $6.3 billion of infrastructure investments. Earlier in his career, Chris worked in Lehman Brothers’ energy investment banking group and as an engineer in the oil and gas industry.
Chris currently serves on the Board of Directors of the National Passenger Rail Corporation (Amtrak), the largest provider of passenger rail service in the U.S.; nominated by President Obama in 2012 and confirmed by the U.S. Senate in 2013. Until recently, he was also an Advisory Board member of short-line rail operator Omnitrax.
Chris holds an M.B.A. from Harvard Business School and a B.S. in Mechanical Engineering from Oklahoma State University.
Partner & Founder
Allison is a Partner and a Founder of NOVA Infrastructure and has nearly 20 years of experience working in infrastructure, project finance, investment banking, and risk.
Allison was formerly an early member of Reformation, an infrastructure debt fund targeting global infrastructure loans. She also originated and executed bespoke debt and mezzanine transactions for anchor PartnerRe’s principal finance portfolio. Previously, Allison worked at Ambac focusing on U.S and emerging markets project and structured financings. She started her career at Lehman Brothers in the M&A and power groups.
As a political economist and tenured professor, Allison published academic research on risks in infrastructure investments and taught over forty courses at University of Vermont, New York University, and Yale University.
Allison holds a Ph.D. from Columbia University, an M.S.L. from Yale Law School, and a B.A. cum laude from Rice University.
Chief Financial Officer & Partner
Donna is CFO and a Partner of NOVA Infrastructure and has over 22 years of experience overseeing the financial, operating, and administrative functions of various global advisory and private equity businesses.
Donna was formerly CFO at Strata Energy, a middle-market energy infrastructure private equity firm. Prior to joining Strata Energy, Donna served as COO of Alternative Investment Management, managing all of the firm’s non-investment management functions. Previously, she was a co-founder and CFO of Park Hill Group; where she built the operational infrastructure, managed all day-to-day administrative and financial functions, and led negotiations and transitions during the company’s initial rapid growth. Donna began her career as a senior accountant at Price Waterhouse and was also the Director of Financial Reporting at Ziff Brothers Investments.
Donna holds a B.S. in Business Administration from the University of Connecticut and is a Certified Public Accountant.
Head of Marketing & Partner
John is Head of Marketing and a Partner of NOVA Infrastructure and has over 20 years of experience raising infrastructure, private equity and alternatives funds.
John was formerly a partner at Pinnacle Trust Partners on distribution, origination and deal-management teams with a focus on the insurance sector. Prior to joining Pinnacle, John was a Managing Director with PineBridge and AIG Global Investments, earning Top New Revenue Producer in North America ten times. John also served as Vice President of the Business Development and Client Service Insurance Group at the Trust Company of the West and Director of Client Services at Insurance Advisory Services.
John holds a B.A. in Accounting from Widener University and served six years with an honorable discharge from the United States Air Force.
Stephen is a Vice President of NOVA Infrastructure and has 7 years of experience in infrastructure project development, private equity and investment banking primarily focused in the energy industry.
Prior to working with NOVA, Stephen was the Vice President of Finance at Spire Holdco, a private equity-backed midstream operator developing a large hydrocarbon liquids export terminal project in Western Canada. Stephen was also a Vice President at Strata Energy, a middle-market energy infrastructure private equity firm, a private equity analyst at TPH Partners and an investment banking analyst at Tudor, Pickering, Holt & Co.
Stephen holds a B.S.M. in Finance & Legal Studies in Business from Tulane University with honors and is currently earning his M.B.A. from Columbia Business School.
Philip is a Vice President of NOVA Infrastructure and has 10 years of experience in the development and financing of power and infrastructure investments.
Philip formerly managed deal underwriting and execution in the Power & Infrastructure Finance - North America group at Investec contributing origination, due diligence, structuring, syndication, and portfolio management. Prior to joining Investec, Philip was an associate at eleQtra, an infrastructure development firm specializing in greenfield energy and transportation projects.
Philip holds a B.A. in Economics from New York University and is a CFA® Charterholder.
Steve is a Senior Associate of NOVA Infrastructure and has 6 years of experience in private equity investment and investment banking in the energy and infrastructure sectors.
Steve joins NOVA from Energy Capital Partners, an energy focused private equity firm where he was an associate from 2016 to 2019. At Energy Capital Partners, Steve focused on the evaluation of investment opportunities in the power & renewables and energy services sectors in addition to ongoing portfolio management activities. Prior to Energy Capital Partners, Steve was an investment banking Analyst at Perella Weinberg Partners in the Energy and Industrials Group.
Steve holds a B.A. in Economics & Chemistry from The University of North Carolina at Chapel Hill.
Senior Advisor – Environmental Services
Charlie Appleby is a highly experienced operator with more than 40 years of experience in executive leadership, corporate finance and accounting, waste management, and private equity.
Mr. Appleby founded Integrated Waste Solutions Group (IWSG) with Managing Partner Chris Beall and currently serves as IWSG’s Executive Chairman. IWSG was formed in 2017 to pursue a vertically integrated geographic hub strategy in the waste management sector. Previously, Mr. Appleby was a founder, CEO and Chairman of Advanced Disposal Services (ADS), where he built the company from a small start-up operation to the 4th largest waste management company in the United States.
Senior Advisor – Energy
Martin Rees is a highly experienced finance executive with over 34 years of experience in project and corporate finance, treasury, accounting, business development, and mergers & acquisitions. In his focus on the global energy sector, Mr. Rees has structured and closed more than $10 billion in energy project, corporate, and acquisition financings.
Previously, Mr. Rees worked as the CFO of InterGen N.V. (Intergen) where he had full financial responsibility for a 6,000 MW contracted and merchant power portfolio operating in six countries. Prior to Intergen, Mr. Rees held various finance and business development roles at both Reliant Energy and Westinghouse Electric.
J. Stuart Towner
Senior Advisor – Transportation
J. Stuart Towner is an experienced industry operator with more than 16 years of experience in various capacities within the short line railroad industry.
Mr. Towner currently serves as the Chief Executive Officer of Jaguar Transport Holdings, LLC, a short line rail transportation, storage, and logistics platform formed in 2017. In addition, Mr. Towner serves as an Advisor to Base, Inc. and Base Cold Storage, LLC. Mr. Towner previously spent 13 years at WATCO, a Kansas-based transportation company with one of the largest privately held short line railroads in the U.S., where he held various senior-level positions and was responsible for all transportation M&A activities.
Senior Advisor – Infrastructure
John Troy is a veteran infrastructure investor with more than 30 years of private equity and corporate Board leadership experience.
Most recently, Mr. Troy served as a Partner of Prostar Capital, a $500 million energy infrastructure private equity firm that he co-founded in 2012. Mr. Troy is currently a Director of Kyungnam Energy, a large city gas distribution business in South Korea. He also serves on the Board of Pacific Telecom and Surge Digital Media, two Asian-based telecom infrastructure owners and operators, and is on the Investment Committees of Prostar Capital and CITIC’s Water Impact Fund. Prior to Prostar Capital, Mr. Troy served as Managing Director of TVG Capital Partners, a $700 million Asian telecom focused infrastructure private equity firm that he founded in 1998, and as a founding member of The Asian Infrastructure Fund, a $750 million investment vehicle sponsored by the International Finance Corporation, Asian Development Bank, and George Soros.
